It is important to note the difference between a mega quake in a poor part of the world vs. in a rich part of the world.

In a poor part of the world like Jakarta or Haiti there is a greater human cost and a lesser financial toll. In a rich and developed place like Japan there is a greater financial cost and diminished human cost.

What is the value of a human life? Should some human life be protected more than other human life? Does it make sense to build all our nuclear reactors in Africa? This way only poor people get hurt and we can continue with our modern, resource intensive lifestyle.
